Founded in Manawatū in 1958 by Dan Higgins, the business has grown into a leading civil contractor with expertise in both infrastructure delivery and bitumen product manufacturing. In 2016, Higgins joined Fletcher Building, becoming part of the Fletcher Construction family. In 2026, that journey continued with Fletcher Construction becoming part of VINCI Construction.
Our expertise spans:
  • Major infrastructure – including wind farms, airport runways, and port and container facilities, as well as alliance delivery of major roading projects
  • Road maintenance – urban and rural network maintenance delivered in partnership with our clients

Specialised Engineering Services builds bitumen tankers and sprayers for customers throughout New Zealand.

Our bitumen equipment has a reputation for being among the most reliable and hardest working in the country. Specialised Engineering Services, which was acquired by Higgins in 2004, also services, re-conditions and upgrades any existing bitumen sprayer.  Each of our sprayers is custom-built to suit customer requirements by a skilled team based in Palmerston North. They use materials suitable for the robust nature of the bitumen industry.

Specialised Engineering Services also manufactures bulk bitumen trailers from single axle to quad-axle semi-trailers.

The company’s Palmerston North engineering workshop welcomes equipment from around New Zealand and assists with mechanical, pneumatic, hydraulic and electrical repairs in the field. It upgrades and reconditions older sprayers with new technology and transfers existing bitumen sprayers onto brand new trucks. Spares of most consumable parts are stocked at the workshop and the skilled engineering staff at Specialised Engineering Services manufactures parts that are not readily available.

Customers include contractors, local body councils, traffic management companies and heavy vehicle roading companies. Approach Signs also supplies traffic signage and equipment to schools and manufacturing businesses.

The company embraces change and is committed to providing clients with a high level of technical expertise, delivery efficiency and quality assurance.

Approach Signs was originally formed in 1997 and run by owners in Kapiti before it was bought by Higgins in 2001.  Several years later, in 2008, Higgins invested in a new purpose-built factory and administration building in Paraparaumu.
