Chief Executive Officer
Phil has been with Fletcher Construction since 2019. Before taking over as CEO, he led both the Brian Perry Civil and Higgins teams. He has also headed up Fletcher Construction’s Watercare Alliance and South Pacific businesses.
Phil has a proven track record of driving business performance and strong customer outcomes. He has more than 25 years’ experience managing large EPC and multi-disciplinary projects under a variety of commercial frameworks. He is focused on constructing world-class assets that contribute to the overall wellbeing of communities.
Before joining Fletcher Construction, Phil held senior executive leadership roles in United Group Ltd, Downer and Tenix. He enjoys spending time with his partner and two adult daughters and is a keen golfer and mountain biker.
Chief Financial Officer
Andrew is a qualified financial professional with more than 20 years' experience in the built environment and construction industries across Australasia, UK and Europe.
Andrew joined Fletcher Construction in 2020 after 11 years with international tier one contractor Laing O’Rourke as Head of Finance and Corporate Treasurer. He has a background in property investment banking, strategy and financial management. Andrew has led a number of strategic initiatives across the Construction Division including the digital transformation programme.
Andrew holds degrees in Business and Law from the Queensland University of Technology. He is a Certified Practicing Accountant (CPA Australia) and a graduate member of the Australian Institute of Company Directors.
General Manager - Brian Perry Civil
Andrew has worked in the Fletcher family of businesses since 2004, when he started as a Site Engineer. He has held a variety of management roles within Fletcher Construction and Brian Perry Civil, including time as BPC’s Southern Regional Manager before moving to his current role.
Andrew’s expertise and inclusive leadership style is respected across the construction industry. He has experience in all aspects of the business, demonstrating his strength and resilience in collaborating to deliver challenging projects. His effective communication and engagement skills underpin his success. He inspires his leadership team and everyone across BPC to constantly strive for excellence and develop smart solutions for our clients’ most difficult problems.
Andrew graduated from Leeds Beckett University with a Bachelor of Science, Civil Engineering with first class honors.
General Manager - Higgins
Andrew first worked with Fletcher Construction as a Project Manager for Higgins in the 1990s. In 2023 he returned to the Higgins team as General Manager.
He has an extensive career in roading and construction, having spent the past 30 years with tier one contractors in New Zealand and Australia. He has wide experience leading substantial projects including Tauranga Eastern Link, the largest project of its kind at the time and the SH1 Northern Gateway Toll Road. Ten years ago, he moved to Australia where he led the Sapphire to Woolgoolga section of the Pacific Highway and the Foxground to Berry bypass on the Princes Highway before moving into a state-wide General Manager role.
General Manager – Major Projects
Mike has been with Fletcher Construction since 2020. He is a highly capable construction professional with more than 20 years' experience in the delivery of major civil infrastructure and building projects in New Zealand, Australia and the UK. He joined Fletcher Construction as an Engineering Manager, helping to deliver Auckland Airport’s Domestic Jet Hub. He then became a Project Manager, before taking the helm of the Major Projects team.
Mike is a results-orientated construction leader with a proven track record in the successful completion of highly challenging contracts. With excellent communication skills, he forms strong relationships that enable teams to excel.
General Manager - People and Performance
Kylie joined the Fletcher Construction team in 2024. Before taking this role, she led People and Performance in Fletcher Building’s Concrete division for two years.
Kylie is known as a leader who plays a key role in supporting business performance and driving for outcomes. She delivers greater collaboration across businesses, as well as reducing complexity and building talent. Kylie has 20 years’ experience in People and Performance roles, including professional services, property, and telecommunications.
She holds a Bachelor of Communications, Post Graduate Diploma in Business (Human Resource Management) and a Post Graduate Diploma in Human Potential for the Digital Economy (Emerging Disruptive Technologies).
In her spare time, Kylie enjoys yoga, getting out in the bush for walks, spending time with her whanāu, especially her mokupuna and is a keen supporter of the Wellington Phoenix.
General Manager - Environment, Health, Safety & Quality
Carla joined Fletcher Construction to lead Health and Safety in 2019. Prior to this, she held senior EHS roles with Compass Group, Unitec and Fonterra. She also spent eight years with Fulton Hogan in a number of operational safety roles.
Carla has a passion for keeping people safe and ensuring they go home safe and well every day. This has come from working on construction sites early in her career, and understanding the risks operational workers face. She enjoys engaging with frontline teams and working with managers to establish robust safety practices and processes, resulting in a strong safety culture.
Carla also has a successful track record of coaching senior business managers in leading change and is currently championing the DuPont safety transformational programme across Fletcher Construction.
Carla has a diploma in health and safety from the New Zealand Institute of Safety Management.
In her spare time, she likes to travel and experience new cultures, spend time with family and add to her LEGO collection.
General Manager - Commercial & Risk
Andrew joined Fletcher Construction in 2018 and following three years leading the commercial and insurance functions on the New Zealand International Convention Centre project he returned to the Divisional Commercial and Risk role in 2024.
He has 30 years’ experience in infrastructure design and construction with time spent in both high-level private and governmental roles. This provided him with significant experience in all aspects of commercial, project and general management.
Andrew graduated from the University of Canterbury with a Bachelor of Engineering (Civil) and is a Chartered Member of Engineering NZ.
In his spare time he enjoys boating in the Hauraki Gulf.
General Manager - Information Technology
Mark has been driving digital transformation within Fletcher Construction’s parent company Fletcher Building since 2014. He joined the Fletcher Construction team in 2020 as GM of IT for the Construction, Residential and Corporate business units.
Mark started with Fletcher Building after five years of IT and project management roles in London, including leading digital transformation projects at Lloyds and Barclays banks. He has brought this experience to Fletcher Construction, leading the introduction of a full suite of new construction-specific software as part of a major digital transformation. It has totally changed the way the division’s teams do their jobs, and how they are able to deliver for customers.
Mark has a Bachelor of Commerce Management and Masters of Business Management, both from Otago University.
In his free time, Mark enjoys spending his free time with his wife, three kids, and their Labrador. He is an avid rugby supporter, and when the kids’ schedules allow, loves free diving.
General Counsel
Sam has been with Fletcher Building since 2018 and became General Counsel for Fletcher Construction in 2022. He is responsible for legal oversight of all of our operations. Prior to taking the General Counsel role, Sam spent time in the business as Divisional Commercial Manager.
Sam has been working as a lawyer in the construction and contracting industry for most of his career, having held senior legal positions in Hong Kong and Macau. He has also spent several years in private legal practice in Hong Kong and New Zealand.
Sam has an LLB from Otago University, and a BCom in Accounting from Canterbury University.
Outside of work Sam enjoys finding new and interesting ways to get out when playing for his social cricket team.
